Parliament's seven political groups<\/span><\/em><\/figcaption><\/figure>\n

Article 191 of the Treaty establishing the European Community states that political parties at European level constitute an important factor for integration in the Union and that they contribute to the formation of European consciousness and to expressing the political will of the citizens of the Union. Regulation 2004\/2003 defines the rules relating to the status and financing of political parties at European level. This Regulation provides in particular for an annual economic contribution from the European Parliament, in the form of an operating subsidy, to political parties that request it and that respect the conditions established in said Regulation.<\/p>\n

A political party at European level<\/em> is an organization that follows a political program and is made up of parties and individuals from different countries and is therefore represented in several Member States.<\/p>\n

Since July 2004, European political parties can receive annual funding from the European Parliament. This financing consists of a subsidy for the operation and can cover up to 85% of the expenses of a party; the remaining 15% must be covered by the party itself from its own resources, such as dues paid by members or donations.<\/p>\n

The grant can be used to defray expenses directly related to the objectives set out in the party's political program, such as: meetings and conferences; publications, studies and advertising; administrative, staff and travel expenses, and campaign expenses related to the European elections.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n

Procedure<\/strong><\/p>\n

The available appropriations will be distributed annually in the following way among the political parties at European level that have obtained a positive response to the request for funding:<\/p>\n

a) 15% will be distributed equally;
\nb) 85% will be distributed among those who have Members of the European Parliament, in proportion to the number of Members.<\/p>\n

Financing from the general budget of the European Union shall not exceed 75% of the budget of a political party at European level. The burden of proof will fall on the political party at European level in question.<\/p>\n

Any technical assistance that the European Parliament provides to political parties at European level will be based on the principle of equal treatment. It will be granted under conditions no less favorable than those applied to other external organizations and associations to which similar facilities may be granted and will be agreed by means of invoices and payment. The European Parliament will publish in an annual report the details of the technical assistance provided to each political party at European level.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n
