It provides for better response to security threats and contributes to the financial and economic interests of the European Union and its Member States. For the period 2021-2027, the programme has a\u00a0budget of \u20ac950 million.<\/p>\n<div class=\"ecl-container\">\n<div class=\"ecl-row\">\n<div class=\"ecl-col-s-12\">\n<div id=\"block-ewcms-theme-main-page-content\" class=\"ecl-u-mb-l\" data-inpage-navigation-source-area=\"h2\">\n<article role=\"article\">\n<div class=\"ecl\">\n<p>The European Commission is responsible for the implementation of the programme in direct management mode. It is assisted by the\u00a0<a href=\"https:\/\/ec.europa.eu\/transparency\/comitology-register\/screen\/committees\/C58400\/consult?lang=en\">Customs Programme Committee<\/a><a class=\"wt-link wtLaco\" href=\"https:\/\/taxation-customs.ec.europa.eu\/eu-funding-customs-and-tax\/customs-programme_en#modal\"><span class=\"wtOffscreen\">Search for available translations of the preceding link<\/span><\/a> composed of delegates from each EU Member State.<\/p>\n<p>What are the <strong>goals<\/strong> of the programme?<\/p>\n<ul>\n<li>To support the Customs Union and customs authorities working together and acting as one<\/li>\n<li>To protect the financial and economic interests of the Union and its Member States,<\/li>\n<li>To ensure security and safety within the Union,<\/li>\n<li>To protect the Union from unfair and illegal trade, while facilitating legitimate business activity.<\/li>\n<\/ul>\n<p>The Programme <strong>supports<\/strong>:<\/p>\n<ol>\n<li>the preparation and uniform implementation of customs legislation and policy;<\/li>\n<li>customs cooperation;<\/li>\n<li>administrative and IT capacity building, including human competency and training, as well as the development and operation of European electronic systems;<\/li>\n<li>innovation in the area of customs \/>\n<p><strong>Procedure<\/strong><\/p>\n<div class=\"su-tabs-pane su-clearfix\">\n<section class=\"article-body\">\n<div class=\"rl_tabs nn_tabs outline_handles outline_content top align_left has_effects\" role=\"presentation\">\n<div class=\"tab-content\">\n<div id=\"procedimiento\" class=\"tab-pane rl_tabs-pane nn_tabs-pane orange active\" role=\"tabpanel\" aria-labelledby=\"tab-procedimiento\" aria-hidden=\"false\">\n<p><em>Who can participate?<\/em><\/p>\n<p>The Programme is for the European Union countries but is also open to\u00a0acceding countries, candidate countries and potential candidates, European Neighbourhood Policy countries and other third countries, in accordance with the conditions laid down in a specific agreement covering the participation of the third country to any Union programme, provided that the agreement.<\/p>\n<p>The following countries expressed interest to join the Customs programme: Albania, Bosnia and Herzegovina, Georgia, Kosovo*, Moldova, Montenegro, the Republic of North Macedonia, Serbia, Turkey and Ukraine.<\/p>\n<p><strong>Eligible activities<\/strong> under this programme include:<\/p>\n<ol>\n<li>the development and operation of the common components of the European electronic systems for customs (EES)***;<\/li>\n<li>collaborative activities between the administrations and their experts, and between the administrations and the Commission, as well as with other partners \u2013 seminars, workshops, project groups, networks, expert teams, study\/working visits, etc.;<\/li>\n<li>EU-level human competency building and training activities \u2013 eLearning modules, eBooks, nano-learning courses, educational videos, etc.;<\/li>\n<li>studies and communication activities;<\/li>\n<li>innovation activities \u2013 proof-of-concepts, pilots, prototyping initiatives and similar activities.<\/li>\n<\/ol>\n<section
