With \u20ac4.2 billion over the period of 2021-2027, it provides an integrated package to support and strengthen the governance of the single market.<\/p>\n<p>The single market has been at the heart of the EU for nearly 3 decades. It enables citizens to live, work and travel wherever they wish, and offers consumers protection and greater choice of high-quality products and services at lower prices. Through legal certainty, access to markets and financial services, investment opportunities and access to funding, the single market is also a launch pad for our companies.<\/p>\n<p>However, the pandemic showed that the single market is yet to materialise in a number of areas and can improve in others, and that a well-functioning single market is crucial for the resilience of our economy. The Single Market Programme pools crucial activities financed under\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/strategy\/eu-budget\/performance-and-reporting\/programme-performance-overview\/single-market-programme-performance_en#predecessor-programmes-2014-2020\">several previous programmes<\/a>. It will provide a more coherent and agile financing framework to support the following key objectives.<\/p>\n<p>The <strong>Single Market Programme<\/strong>\u00a0will strengthen the governance of the EU single market. It will help to<\/p>\n<ul>\n<li>make the internal market work better with measures including improved market surveillance, problem-solving support to citizens and business, and enhanced competition policy<\/li>\n<li>boost the competitiveness of businesses, in particular small and medium-sized enterprises (SMEs)<\/li>\n<li>develop effective European standards and international financial and non-financial reporting and auditing standards<\/li>\n<li>give even higher protection to consumers<\/li>\n<li>maintain a high level of food safety<\/li>\n<li>produce and disseminate high-quality statistics<\/li>\n<\/ul>\n<p>The programme brings many activities together under one coherent umbrella to reduce overlaps. The allocation of funds to these instruments will take into account the demand of financial intermediaries. These financial instruments are:<\/p>\n<p><em><strong>1. Capital Instrument for Growth<\/strong><\/em><br \/>\nThe Capital Instrument for Growth (CGI) will be implemented as a strand of a single Union capital financial instrument to support growth and research and innovation (R&amp;I) of Union companies from an early stage ( including the seed stage) to the growth stage. The Union's single capital financial instrument will be financed by the Horizon 2020 Program and by the COSME Programme.<br \/>\nThe ICC will focus on funds that provide: venture capital and mezzanine financing, such as subordinated and participating loans, for expanding and growth-stage companies, in particular those with cross-border activities, also with the possibility of combining investments in funds for companies in the initial phase with the capital instrument for R&amp;I within the framework of the Horizon 2020 Program and to provide joint investment instruments to informal private investors (business angels).<\/p>\n<p><em><strong>2. Loan Guarantee Instrument<\/strong><\/em><br \/>\nThe Loan Guarantee Facility (LGI) will provide counter-guarantees and other risk-sharing measures for guarantee schemes, including, where appropriate, joint guarantees and direct guarantees and other risk-sharing measures for any other financial intermediary.<br \/>\nThe IGP will be managed by the European Investment Fund or other entities in charge of implementing the ICC on behalf of the Commission. Individual guarantees under the IGP may have a duration of up to 10 years.
