It provides funding to support judicial cooperation in civil and criminal matters such as training to judges and other legal practitioners and effective access to justice for citizens and businesses. It contributes to the further development of a European area of justice based on the rule of law, including independence and impartiality of the judiciary, on mutual recognition, mutual trust and judicial cooperation. It is strengthening democracy, rule of law, and fundamental rights.<\/p>\n<p><em><strong>Priorities<\/strong><\/em><\/p>\n<div class=\"ux-panel\" data-e2e=\"ux-panel\">\n<div class=\"ux-panel-item mb-5 ux-panel-item--flat \">\n<div class=\"ux-panel-content\" aria-live=\"polite\">\n<div class=\"row\">\n<div class=\"col-12\">\n<h4><strong>Judicial cooperation in civil and criminal matters<\/strong><\/h4>\n<p>The objective of projects in this area is to facilitate and support judicial cooperation in civil and criminal matters, and to promote the rule of law,\u00a0<i class=\"ux-u-font-italic\">independence and impartiality of the judiciary<\/i>, including by supporting the efforts to improve the effectiveness of national justice systems, and the effective enforcement of decisions; they should achieve these results:<\/p>\n<ul class=\"list\">\n<li>increased capacity of national practitioners, authorities to address issues related to judicial cooperation, and to the application of the Union instruments;<\/li>\n<li>strengthened cooperation and exchange of information between competent national authorities in relation to judicial cooperation in civil matters, including taking into account the relevant case-law of the Court of Justice of the European Union;<\/li>\n<li>increased awareness of legal practitioners and policy makers.<\/li>\n<\/ul>\n<h4><strong>Judicial training<\/strong><\/h4>\n<p>The objective of projects in this area is to support and promote judicial training, with a view to fostering a common legal, judicial and rule of law culture,\u00a0<i class=\"ux-u-font-italic\">as well as the consistent and effective implementation of the Union\u2019s legal instruments relevant<\/i>\u00a0to civil law, criminal law and fundamental rights, to judicial ethics and the rule of law, by covering training needs' gaps in these fields; they should achieve these results:<\/p>\n<ul class=\"list\">\n<li>Increased knowledge of EU civil, criminal and fundamental rights instruments among legal practitioners;<\/li>\n<li>Improved mutual trust between legal practitioners in cross-border judicial cooperation;<\/li>\n<li>Improved cooperation of training providers of the different legal professions.<\/li>\n<\/ul>\n<h4><strong>Effective access to justice in Europe, including rights of victims of crime and procedural rights in criminal proceedings<\/strong><\/h4>\n<p>The objective of projects in this area is to facilitate effective and non-discriminatory access to justice for all, and effective redress, including by electronic means\u00a0<i class=\"ux-u-font-italic\">(e-justice)<\/i>, by promoting efficient civil, and criminal procedures, and by promoting and supporting the rights of all victims of crime as well as the procedural rights of suspects and accused persons in criminal proceedings.<\/p>\n<p>The Justice programme also supports the maintenance and extension of the\u00a0<a href=\"https:\/\/e-justice.europa.eu\/home.do?plang=en&amp;action=home\" target=\"_blank\" rel=\"noopener\">e-Justice portal\u00a0<\/a>which includes useful documents and databases to facilitate access to justice for citizens (e.g. the information on cross-border legal proceedings, rights of victims of crime or defendants in legal proceedings, family law, the Find a Lawyer and Find a Notary interfaces) and businesses (e.g. Interconnected insolvency registers search engines, Business registers, European Payment Order forms and land registers databases, the information on monetary claims and legal professions).<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<hr \/>\n<p><strong>Procedure<\/strong><\/p>\n<section class=\"article-body\">\n<div class=\"rl_tabs nn_tabs outline_handles outline_content top align_left has_effects\" role=\"presentation\">\n<div class=\"tab-content\">\n<div id=\"procedimiento\" class=\"tab-pane rl_tabs-pane nn_tabs-pane orange active\" role=\"tabpanel\" aria-labelledby=\"tab-procedimiento\" aria-hidden=\"false\">\n<div class=\"rl_tabs nn_tabs outline_handles outline_content top align_left has_effects\" role=\"presentation\">\n<div class=\"tab-content\">\n<div id=\"procedimiento\" class=\"tab-pane rl_tabs-pane nn_tabs-pane orange active\" role=\"tabpanel\" aria-labelledby=\"tab-procedimiento\" aria-hidden=\"false\">\n<section class=\"article-body\">\n<div class=\"rl_tabs nn_tabs outline_handles outline_content top align_left has_effects\" role=\"presentation\">\n<div class=\"tab-content\">\n<div id=\"procedimiento\" class=\"tab-pane rl_tabs-pane nn_tabs-pane orange active\" role=\"tabpanel\" aria-labelledby=\"tab-procedimiento\" aria-hidden=\"false\">\n<section class=\"article-body\">\n<div class=\"rl_tabs nn_tabs outline_handles outline_content top align_left has_effects\" role=\"presentation\">\n<div class=\"tab-content\">\n<section class=\"article-body\">\n<div class=\"rl_tabs nn_tabs outline_handles outline_content top align_left has_effects\" role=\"presentation\">\n<div class=\"tab-content\">\n<div id=\"procedimiento\" class=\"tab-pane rl_tabs-pane nn_tabs-pane orange active\" role=\"tabpanel\" aria-labelledby=\"tab-procedimiento\" aria-hidden=\"false\">\n<p>Participation in the Program will be open to all organizations and entities legally established in the Member States, the countries of the European Economic Area, the candidate countries, and the countries in the process of accession to the European Union. For-profit organizations and entities may only access the Program together with non-profit organizations or public bodies.<\/p>\n<p>The Commission may collaborate with international organizations under the conditions established in the corresponding annual work programme. Participation in the Program will be open to international organizations working in the fields covered by the Program in accordance with the provisions of the Financial Regulation and the corresponding annual work programme.<\/p>\n<p>To implement the Program the Commission will adopt annual work programs in the form of implementing acts. Each annual work program will implement the objectives of the programme, determining the actions to be undertaken, the essential eligibility, selection and award criteria to be used in selecting proposals and the minimum percentage of annual expenditure to be earmarked for grants. .<\/p>\n<p>Calls for proposals will be published annually. It will be ensured that the financial support is adequate and equitably distributed among the different areas covered. When deciding on the allocation of funds to these areas in the framework of the annual work programmes, the Commission will take into account the need to maintain sufficient funding levels both in the field of civil and criminal justice and in the area of judicial training, and drug initiatives within the scope of the Program.<\/p>\n<p>In order to facilitate judicial training activities, the costs derived from the participation of judges and professionals or personnel at the service of the administration of justice in these activities that are borne by the authorities of the Member States will be taken into account when facilitating the corresponding financing.<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n","protected":false},"excerpt":{"rendered":"<p>The Justice Programme (2021-2027) aims to foster mutual recognition and mutual trust between Member States*.
