The REPowerEU plan is the EU\u2019s response to the energy crisis caused by Russian\u2019s invasion of Ukraine. It estimated additional investments of around \u20ac300 billion by 2030 to phase-out Russian fossil fuels imports. Our audit assessed how effectively the plan is managed and implemented through diversification of supplies, increase of renewable production capacity and stronger cross-border interconnectivity. We found that the EU has significantly reduced its reliance on Russian fossil fuels. However, the additional investments mobilised so far remain insufficient to meet the higher targets for renewable production capacity. The plan does not include strong systems to track progress and reliably show what has been achieved We recommend reinforcing delivery mechanisms, addressing financing gaps, improving management of key cross\u2011border investments, and developing robust performance indicators.<\/p>\n","protected":false},"excerpt":{"rendered":"
