As part of the European Green Deal, the Just Transition Mechanism provides resources for facing the challenge of the transition process towards the Union\u2019s 2030 climate target and the objective of climate neutrality in the Union by 2050.<\/p>\n<p>The JTM consists of three pillars:<\/p>\n<ul class=\"list\">\n<li>the first pillar is the\u00a0<strong>Just Transition Fund<\/strong><\/li>\n<li>the second pillar is the\u00a0<strong>InvestEU Just Transition scheme<\/strong><\/li>\n<li>the third pillar is the\u00a0<strong>Public Sector Loan Facility (PSLF)<\/strong><\/li>\n<\/ul>\n<p>In order to unlock and implement JTM resources, EU Member States must prepare Territorial Just Transition Plans (TJTPs), which will be part of their cohesion policy programmes. The TJTPs will include an outline and timeline for the transition process until 2030 and 2050, and identify the eligible territories expected to be most negatively impacted by this transition. They should set out the social, economic, and environmental challenges stemming from the phasing out of fossil fuel-related activities or decarbonisation of greenhouse gas-intensive processes or products.<\/p>\n<p>The\u00a0<strong>Public Sector Loan Facility (PSLF)<\/strong>\u00a0is a blending instrument combining grants up to EUR 1.525 billion from the EU budget with loans up to EUR 10 billion from the European Investment Bank, and aiming to mobilise around EUR 18.5 billion of public investments. In order to access support from the Just Transition Fund, Member States have to submit territorial just transition plans. These plans will indicate the specific areas of intervention, based on the economic and social repercussions derived from the transition. In particular, these plans have to take into account the expected job losses and the transformation of the production processes of the most greenhouse gas intensive industrial facilities.<\/p>\n<p>The Just Transition Fund provides support to all Member States. Allocation criteria are based on industrial emissions in regions with higher carbon dioxide intensity, employment in industry and in coal and lignite mining, peat and oil shale production, and level of economic development. . Member States that have not yet committed to achieving the goal of becoming climate neutral by 2050 will only receive 50% of their planned allocation. The level of Union co-financing of the projects is set according to the category of the region in which these projects are located. For less developed regions, it is set at a maximum of 85%, for transition regions at 70% and for more developed regions at 50%.<\/p>\n<p>The Just Transition Fund has a global budget of 17,500 million euros for the period 2021-2027. \u20ac7.5 billion will be financed under the multiannual financial framework and an additional \u20ac10 billion under NextGenerationEU.
