Civil society organisations active at local, regional, national and transnational level, as well as other stakeholders, can apply to receive CERV funding for initiatives aimed at citizens’ engagement, equality for all and the protection and promotion of rights and EU values. Participation in the Program will be open to all organizations and entities legally established in the Member States, the countries of the European Free Trade Association and the candidate countries. For-profit organizations and entities may only access the Program together with non-profit organizations or public bodies. The Commission may collaborate with international organizations under the conditions established in the corresponding annual work programme.
To implement the Program the Commission will adopt annual work programs in the form of implementing acts. Each annual work program will put into practice the objectives of the Program, determining the actions to be undertaken. The essential eligibility, selection and award criteria to be used in selecting proposals and the minimum percentage of annual expenditure to be earmarked for grants. Calls for proposals will be published annually.
Each Member State may establish Program Contact Points, tasked with providing impartial guidance, practical information and assistance to applicants, stakeholders and beneficiaries of the Program with respect to all aspects of the Program, including in relation to the application procedure, dissemination of user-friendly information and the results of the Programme, inquiries about partners, training and procedures.
